Yes, expanding on Gavin's thoughts ... typically output op-amp form codecs can't drive low impedances unless they are designed to do that.

Typical input impedances are k Ohms in line inputs and hundreds of ohms in certain types of cables.. Headphone impedances are of the order of 10 to 1000 times smaller. The codec's output amplifiers simply can't get a large enough voltage across those relatively small impedances to produce much acoustic power.

Simply, no. The signal output strength of the Octo is quite low, definitely not 'line level' 

A pair of 16 ohm headphones resulted in a quiet sound. I needed to use a headphone amplifier.

Input is perfectly sensitive, fortunately. 0dB recorded from full line level signal.
