Yes they can do that. As there is one set of clock lines on the I2S bus, the input and output samples rates must be the same.

You can test it using aplay and arecord together. Another way to test is to write code, here is an example using ALSA via gtkIOStream : https://github.com/flatmax/gtkiostream/blob/master/test/ALSAFullDuplexTest.C

Can the Audio Injector Stereo or any other Audio Injector soundcard operate at full duplex operation at full or partial sample rate?
