There is documentation on how to create a new user and check if a user exists for your Linux distribution which is out of the scope of this mailing list.

The user should not matter. The pi user is only there for convenience, but it should work with any user.

Don't install the debian package; all it does is executing scripts (that may not work in some situations).

There's nothing to change except the first command (to disable the volume plugin, if required):

sed -i 's/\=volumealsa/\=REMOVEvolumealsa/' ~/.config/lxpanel/LXDE-pi/panels/panel
